According to the law, every single government branch and agency must undergo this assessment each year. Transparency is something that every person and agency in power should have. This is the only way to win the trust of the constituents. On top of that, the taxpayers are the ones who contribute to these funds. It is their right to know what the government is doing with their money.

Commission on Audit members have meetings with the representatives of government agencies. If the said representative can explain the anomalies discovered by the auditors, these issues will not appear in the annual audit report. However, failure to properly explain these problems is a sign of corruption.

There is no reason for any government agency to be afraid of the Commission on Audit as long as it is not hiding anything. The Constitution established the creation of the commission to ensure that the money is used for what it is allocated for. The commission is simply doing its job, as it always does year after year. If the current administration is scared, maybe this is because they are using the funds improperly.

HISTORY OF COA

The Commision on Audit (COA) has been a long-standing institution in the Philippines. Its roots date back to the Spanish Era of the Philippines where the books of accounts of our country are being audited by representatives of the Spanish crown. During the American colonial period, a similar function was done by the Office of the Auditor of the Philippine Islands, as established by then President William Mckinley. Later on, the 1936 Constitution of the Philippines established the General Auditing Office or GAO to perform the audit function of the Government. During 1972, GAO, under Martial Law, was renamed to become the Commission on Audit (COA). The biggest change in the audit function of the government was the change from a single Auditor General, to a three-man collegial Commission on Audit. Years later, the EDSA Revolution ensued. This signaled the move of our country from a dictatorship to the establishment of a democratic country. This also signaled the move of the Commission on Audit to a new government.
